The AFRL Munitions Directorate seeks to hire General Engineer/Scientist (0801/1301/1501) for a mid-level DR-II position in the (AFRL/DXX), at Eglin AFB, in Valparaiso, Florida.  This announcement is open to all U.S.Citizens.  The ideal candidates will have experience in business practices, managing budgets, technology transfers, coordinates agreements, monitors contracts, Formulating, organizing and monitoring projects and contracts, evaluating and assessing and applying resource management.  To be successful in this role, an individual must overcome the obstacles of change and have a strong ability to create a centralized Independent Research and Development (IRAD) portfolio and articulate the future state and benefits. Candidate must have an engaging leadership style with the analytical ability to assess current state and gaps to align IRAD activities with directorate research and development.

Position duties include, but are not limited to:

  • Serves as RW Business Development Engineer/Partnership Intermediary Agreements (PIA) Program Manager
  • Identifies individuals, companies, academic institutions and technical areas of technology transfer and partnership and coordinates agreements
  • Researches capabilities and technology trusts of U.S. Government laboratories, academia, industry, and foreign government laboratories to recommend areas of leverage or partnership
  • Responsible for algining the directorate weapon R&D with Independent Research and Development (IRAD) activities.
  • Develops statements of work, authors, coordinates, and executes contract acquisition strategy for PIA
  • Leads source selection evaluation team, acts as the contracting officer representative for PIA contracts within AFRL/RW
  • Manages budgets, activities and timelines for all agreements
  • Evaluates and assesses PIA performers strengths and weaknesses and provides inputs and feedback
  • Formulates, organizes and monitors all projects conducted under the PIA's
  • Performs market and technology research to formulate RW strategies, develops and recommends new or changes to existing business processes to better execute RW mission
  • Serves as the technical liaison to cooperative and technology transfer target organizations stemming from the PIA's Reviews AF programs and operational requirements and provides strategic and tactical recommendations on structuring RW programs to maximize their applicability to operational challenges 
  • Coordinates outreach activities of technology transfer manager and ensures RW's technology transfer activities are aligned to RW strategic direction
  • Represents AFRL/RW while coordinating with industry, academia, and higher headquarters
  • Keeping abreast of the latest technical advances in air delivered weapons

Required Qualifications

    •  
  • U.S. Citizenship
  • Must have at least one year of specialized experience at the DR-01/GS-11 or equivalent grade level
  • Must possess a professional science or engineering (S&E) degree from an accredited academic institution.  Applicant must list degree information in resume to include any profession military education
  • This is a Non-Critical Acquisition position (2N4) Practitioner level certification.  The selectee will have 48 months to meet the APDP requirements or a waiver must be obtained.  Applicant must list all completed acquisition certification in the resume
  • Must be able to obtain and maintain a Top Secret SCI security clearance
