The incumbent will serve as AFOSR Int’l Science Division Director’s representative managing personnel and basic research programs while promoting AFOSR’s mission globally.
Position duties include, but are not limited to:
- Reports directly to the AFOSR/IO Director (located in London, UK) and provides supervisory accountability for all ION assigned personnel.
- Assists the IO Director, with other duties as assigned and sometimes in the role of acting Director.
- When called upon, will take on all supervisory responsibilities of the AFOSR/IO director.
- Supports the development and execution of directorate goals and strategies to support the Air Force Research Laboratory (AFRL) mission.
- Leverages promising international S&T and ensures ION basic science activities are consistent with US government, DoD, and DAF policy.
- Oversees IO management of the Window-on-Science Program, the Window-on-the-World Program, the Visiting Scientist Program, the International Student Exchange Program, the Conference Support Program, and various international workshops, site visits, and research grants.
- Conducts periodic technology assessments for the DAF and supports AFRL/AFOSR leadership internationally as charged by the IO Director.
- Represents IO at all Arlington-based recurring meetings outside the duty day of the IO director.
- Manages external taskers and inquiries into the International Science Division, and overseas/tracks all staff work entering the HQ staffing process.
- Establishes and maintains a network of S&T experts within AFRL, DoD, USG interagency, foreign embassy, and representatives in the US, and key foreign researchers.
- This position covers managing, supervising, leading, and/or performing professional engineering and scientific work within the broad arena of scientific exploration.
- Promotes a culture where Intellectual Property (IP) is developed, documented, protected, and rewarded.
- Reviews technical publications as part of technical publication review process.
- Utilizes scientific/engineering knowledge to assist in IP transfer, transition, or commercialization.
- Travel may be required (local and international).

- A Secret security clearance is required. Must be able to obtain/maintain clearance.
- PCS expenses if authorized will be paid IAW JTR and Air Force Regulations
- This position is subject to provisions of the DoD Priority Placement Program
- This is an APDP position requiring Level/Tier 2 (Practitioner) Non-Critical certification in Engineering & Technical Management (N). This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet, or be capable of meeting Defense Acquisition Work
- Incumbent may be required to serve a 1 year probationary period
- PHD is highly desired

- Able to handle international interaction and travel
- Familiar with specific technical areas’ state-of-the art (be able to judge world-class research)
- Familiar with DoD programming and budgeting processes
- Experience in a supervisory role and/or leading teams
- Experience developing and maintaining close relationships with academia and other Government agencies for Basic Research
