The incumbent will serve as the RVIC Branch Chief and unit Cybersecurity/ Information Assurance Manager for programs in the Information Assurance discipline for the Phillips Research Site (PRS) which comprises the Directed Energy (RD) and Space Vehicles (RV) Technical Directorates.
PRS is a wing-level organization tenant on Kirtland AFB, NM.
Position duties include but are not limited to:
- Ensures the Cybersecurity organization's strategic plan, mission, vision and values are communicated to the branch & integrated into the branch's strategies, goals, objectives, work plans, work products & services to ensure a proper workload balance & training of employees.
- Oversees, manages, executes PRS' COMPUSEC, COMSEC, EMSEC, and all programs that comprise the Information Assurance discipline as RVIC Branch Chief.
- Oversees the analysis, recommendation, & implementation of internal controls of all matters related to Cybersecurity, as directed by DoD, Air Force, AFMC, AFRL & base/local policies.
- Serves as the Information Assurance Manager for PRS, providing computer systems security policy and management.

Exercises full authority in assigning work to employees, establishing performance standards, evaluating performance, assigning performance ratings, and providing effective feedback for employees.

Required Qualifications
- US Citizenship
- Must be able to obtain and maintain a Top Secret clearance
- This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.

This position includes information assurance (IA) work as a paramount duty requirement.
Per DoD 8570.01-M, the incumbent of the position must achieve and maintain IAM Level II certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M. Failure to receive the proper IA certification may result in removal from this position. - Candidates must possess at least one year of specialized experience at the DO-01/GS-11 or equivalent grade level. Specialized experience is experience providing the capacity and skills for working independently, leading collaborative events, working in teams and using these approaches to find and solve complex problems. Such experience may also include training and a collaborative process.

Facilitation, innovation design practice, writing background, editing job roles, continuous process improvement credentials, multi-agency liaison work, published work in refereed technical journals, and/or briefings to large groups.
Desired Qualifications
- Experience in a supervisor role and/or in leading teams
- Experience administering & managing Risk Management Framework system assessments in PEGA Systems and eMASS.
- Program/Project Management
- For current Internal AFRL employees, a rotational agreement between HQ AFRL and TD may be considered.
