The AFRL Materials and Manufacturing Directorate seeks to hire a motivated and experienced Mid-level Security Specialist to serve as a Government SAP Security Officer / Site Security Representative in the Security Operations and Information Protection Branch of the Integration and Operations Division.

 

Position duties include, but are not limited to:

  • Serves as a Government Special Access Program (SAP) Security Officer (GSSO) and Alternate Special Security Representative (SSR) providing program support for the Materials and Manufacturing Directorate under the guidance of the Lead GSSO. 

  • Responsible for the day-to-day security management and operations of a Special Access Program Facility (SAPF) and Sensitive Compartmented Information Facility (SCIF) including, but not limited to, the Personnel, Information, Industrial, and Physical Security programs, as well as oversight and planning of secure facility construction projects.
  • Works closely with the Information System Security Manager/Information System Security Officer (ISSM/ISSO) to develop and implement Information Technology (IT)-related processes and procedures.
  • Works collaboratively with program managers, scientists and engineers. Imparts relevant security knowledge and expertise to accomplish the directorate’s mission and recognizes when security engagement is required in program management efforts to identify and mitigate potential problems and develop strategies toward effective solutions.
  • Develops and enforces Standard Operating Procedures (SOPs) for SAPF/SCIF management. Tailors established security policies and procedures for complex issues that affect a wide range of organizational missions and activities.
  • Consults with the Lead GSSO and Program Managers to develop priorities and objectives. Plans and carries out work to support the mission. Keeps Lead GSSO and Supervisor informed of obstacles and issues and recommends solutions to influence decision-making.
  • Interprets security guidance and policies to maintain compliance, participates in required inspection activities and submits requests for waivers as appropriate.
  • Provides verbal and written communication that conveys moderately complex information, concepts, and ideas in a clear, concise, well-organized, and timely manner.
  • Identifies and requests resources necessary to support and contribute to mission requirements.
  • Occasional travel may be required to support offsite meetings, attend training or conferences.
  • Serves as a Government Special Access Program (SAP) Security Officer (GSSO) and Alternate Special Security Representative (SSR) providing program support for the Materials and Manufacturing Directorate under the guidance of the Team GSSO Lead. 

This position will be filled at the DO-2 (GS-12/13 equivalent) level and is located at Wright-Patterson Air Force Base in Dayton, Ohio.  This position may be filled as a 5-year Modified Term Appointment (new government hires, current government term employees, etc.) with the option to later extend or convert to a permanent appointment.

This position will be filled at the DO-2 (GS-12/13 equivalent) level.  DO-1 (GS-11 equivalent) candidates with one year of applicable experience will be considered.

Required Qualifications

  • US Citizenship
  • Must be able to obtain and maintain a Special Sensitive (TS/SCI) security clearance and Special Access.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment and participation in random drug testing.
  • Applicants must have at least 1 year of specialized experience at the next lower grade DO-1/GS-11, or equivalent in other pay systems.
  • Must be able to obtain and maintain required Department of Defense Security Professional Education and Development certifications:
  • Security Fundamentals Professional Certification (SFPC)
  • Security Asset Protection Professional Certification (SAPPC)

Desired Qualifications

  • Experience working with the Air Force Research Laboratory Science and Technology community.
  • Excellent oral and written communication skills; Promotes a culture of cooperation, cohesion and teamwork
  • Experience working with or within Special Access Programs, Counterintelligence (CI) and Intelligence Community (IC) 
  • Experience working/leading security efforts in a multi-level security environment.
