AFRL is responsible for executing Air Force strategic development planning and leading operational experimentation to support the SECAF & CSAF in strategic decisions meeting current and future AF needs. As a key strategic financial specialist, this position will look at integrating and streamlining business practices across AFRL, to provide full life-cycle decision support across Planning, Programming, Budgeting, and Execution (PPBE). 
 
Position duties include but are not limited to:
  • Supports enterprise and mission priorities at all levels.
  •  Advises employees regarding directives from leaders & provides value-added financial analysis to make informed decisions that better utilize resources & improve mission effectiveness. 
  • Mentors & promotes career development & training for employees. Collaboratively defines FM objectives & determines how to best accomplish. 
  • Manages the allocation & monitoring of financial resources in compliance with laws, regulations & policies, with sufficient transparency & appropriate internal controls. 
  • Ensures fiscal law, policies, regulations, principles, standards & procedures are properly applied. 
  • Directs team in all aspects of DoD planning, programming, budgeting & execution of programs. 
  • Directs, coordinates & oversees work through subordinate employees.
  • Encourages & facilitates team attendance in training. 
  • Implements concepts, procedures & processes required to support AFRL projects & programs. 
  • Creates & implements processes whereby employees extract data, identify & resolve system problems, & maintain data integrity. 
  • Develops, monitors & communicates standardized processes & operations to ensure transparency & promote efficiency & accountability to leadership. 
  • Leads research & analysis efforts related to budget formulation & execution, financial analysis, governance, operations, cost analysis, accounting, & program control.
  •  Demonstrates the knowledge, skills, & abilities to effectively & efficiently provide advisory services on FM issues to internal/external customers. 
  • Prepares supporting documentation for FIAR audit trail. 
  • Collaborates, interacts, coordinates & meets with key customers & coordinating officials to assess customer satisfaction, explain organization policies & procedures & resolves issues.
  • Obtains all required supervisory training within specified time frames.

Required Qualifications

  • United States Citizenship
  • Males must be registered for Selective Service,see www.sss.gov.
  • Must meet specialized experience at the next lower grade level of the  position  or equivalent in the Federal system. 
  • The employee must obtain and maintain the appropriate security clearance for the position.
  • This position may be APDP coded position.  
  • The position may require Financial Management certification.
  • The incumbent of this position may be required to file annual financial disclosures to ensure there are no conflicts of interest in the performance of these duties.
  • PCS Assistance may be authorized

Desired Qualifications

  • Desired Master’s/MBA or equivalent advanced degree in finance, business administration, or other relevant meaningful Master’s degree.
  • Experience with successfully interfacing/collaborating with business partners across multiple functions outside financial management.  
  • Strong technical and financial management knowledge, including the ability to use financial models and effectively communicate data and results.
  • Knowledge/experience of Department of Defense Acquisition requirements; financial management concepts, principles, practices, laws, and regulations.
  • Experience in building program plans and budget justification products. 
  • Experience of providing written and oral communications to senior leaders.  
  • Experience with solving complex issues which span multiple internal and external organizations.
