The National Security Innovation Network (NSIN) seeks to fill the mid-level, DO-02 position. The Program Analyst reports to the Chief of Staff, NSIN. This individual will provide support for special projects at NSIN which include working directly with senior leaders such as Managing Director, Portfolio Directors, and Regional Directors to coordinate and enhance the local, regional, national and international delivery of NSIN programming.

Position duties include, but are not limited to:

  • Provides support for special projects at NSIN which include working directly with senior leaders such as Managing Director, Portfolio Directors, and Regional Directors to coordinate and enhance the local, regional, national and international delivery of NSIN programming.
  • Plans, executes and evaluates, project-based tasks that directly support the work of the NSIN headquarters or the National Service, Collaboration and/or Acceleration Portfolio Directors. Such projects may be topical, research-related, ad hoc based off a DoD customer demand or in direct support of building and improving NSIN business processes and systems.
  • Coordinates correspondence on information requests from the Under Secretary of Defense for Research and Engineering (OUSD(R&E), and other senior level DoD organizations as appropriate.
  • Serves as the principal author for NSIN congressional report requirements, and coordinates Congressional Delegate (CODEL) visits to NSIN locations and program events, and serves as the principal point of contact between NSIN and member offices.
  • Serves as the Special Assistant to the NSIN Managing Director to help with daily administrative projects and coordinates NSIN policy and process decisions with the Chief of Staff.
  • Provides written recommendations and analysis to the NSIN Managing Director in the form of memoranda and research to further inform organizational decisions.
 
The duty location for this position is Arlington, VA.  However, this position MAY be eligible for Full Time Telework and an alternate duty location MAY be negotiated after selection.     

 

This position constitutes non-competitive, term employment by AFRL under Title 10 or Title 5 (as applicable). Initial term of appointment shall be for two (2) years, with an option to extend up to one (1) additional year.    

Required Qualifications

  • United States Citizenship
  • Ability to obtain and maintain a security clearance
  • Must have at least one year of specialized experience at the DO-01/GS-11 or equivalent grade.

Desired Qualifications

  • At least two years of project-based work, including planning, executing and evaluating results.
  • At least two years of combined experience providing analysis, policy, and technology support in the commercial innovation or national security/intelligence communities
  • Experience working with a diverse set of innovators
  • Knowledge of current DoD innovation projects, programs and initiatives.
  • Experience working with dual-use technology and national security policy communities.
  • Strong analytical skills.
  • Broad knowledge of emerging national security needs and associated Science and Technology programs.
  • Broad knowledge of emerging DOD capability needs and the DoD requirements process.
  • Strong interpersonal communications skills, including oral and written skills.
  • Foresight, maturity, and the ability to negotiate amicable solutions to complex problems
