Job Overview

The AF Munitions Directorate (AFRL/RW) seeks to hire a Supervisory Principal General Engineer (DR-0801-04) or Supervisory Physical Scientist (DR-1301-04) or a Supervisory Principal Operations Research Analyst as the Chief of Science and Technology Division (RWT) at Eglin, AFB in Valparaiso, Florida. The ideal candidate will have at least 10 years' experience leading science and technology, research and development, and technical workforce development.  A technical or scientific terminal degree is highly desired, but a PhD in technology management is acceptable. Plus, a minimum of 3 years' experience working at Branch (e.g. second-tier work center) and/or Division (e.g. third-level work center) in or with a Department of the Executive Branch (e.g. DoD, DoE, OSTP, etc.) is required.  A strong candidate will have experience in an R&D lab, leading basic to advanced technology development, but the ideal candidate will have clearly demonstrated excellence in stewarding a technical workforce to meet strategic goals of the organization.  A highly desirable candidate has also demonstrated experience engaging with internal and external partners, including industry, academia, and allies; and advising senior leadership on matters related to science and technology. 

Position duties include, but are not limited to:

  • Serves as the Science and Technology Division Chief, oversees the primary science and technology (6.2 applied science) division for the Munitions Directorate.
  • Accountable for safety, performance assurance, and compliance in conducting nonhazardous and hazardous operations associated with Division activities.  
  • Serves as the senior manager of most Scientists and Engineers assigned to RW.  Aids the Chief Scientist, Chief Engineer, and Chief of Strategy to identify/predict technology gaps and needed RW technical competencies.
  • Works closely with the Deputy Director, Chief Scientist, Division Supervisors and Technical Advisors, and Senior Personnel Advisor to recruit, hire, retain, and professionally develop the RW Scientist and Engineering (S&E) workforce. 
  • Drafts the annual Munitions S&T roadmap for RW, interprets investment guidance from the RW Director, and provides direction to the Technical Areas research and development efforts to achieve RW priorities. 
  • Provides advice to RW’s Chief of Strategy on investment guidance. 
  • Coordinates with the Chief of Integration on most effective acquisition approaches for RW to conduct research and development. 
  • Works with the RW Chief Culture Officer to implement RW’s vision of open, consistent, transparent, and equitable investment planning procedures and decision making.
  • Interfaces with HQ AFRL, other AFRL Technical Directorates and/or Mission Organizations, other DOD and/or National Labs to identify, define, prioritize, and capitalize on S&T opportunities. Works closely with RW’s Advanced Programs to ensure proper alignment. 
  • As leader of RW’s science and technology, can understand and appreciate the research chosen and conducted, and can represent and identify opportunities for the Division internal and external to RW.
  • Promotes a culture of engaged curiosity and imagination where discovery and innovation is valued and Intellectual Property (IP) is developed, documented, protected, and rewarded. Promotes a culture of technical contribution and influence to the DAF, broader DoD and global technical community through encouraging participation in relevant forums, publications, patent and IP activities, and the breadth of technology transfer and transition.
  • Promotes a world-class safety culture enabling the safe execution breadth of activities ranging from the routine to the novel and one-of-a-kind.
  • As a member of RW’s Executive Council, serves as a Key Advisor to the RW Director on the Munitions investment portfolio and RW’s policies and procedures. 
  • As supervisor, oversees and workflow activities of assigned team members to include required training, professional development, feedback and evaluation, awards and decorations, and administrative support. 
  • Responsible for Division level staff duties including, but not limited to, tasks, reporting, personnel actions (e.g. hiring, discipline, mentoring), Division budget execution and formulation, and coordinates with RWO on infrastructure requirements (e.g. labs/facilities, information technology, classified network access, etc.)

Required Qualifications

  • U.S. Citizenship.
  • Must possess a professional science or engineering (S&E) degree from an accredited academic institution. Applicant must list degree information on resume to include any professional military education.
  • Must have at least 52 weeks of specialized experience at next lower grade (or equivalent) for consideration.
  • Must be able to obtain and maintain a Top Secret/SCI security clearance.
