The Air Force Research Laboratory (AFRL), Information Systems Division (AFRL/RIS) is seeking a senior-level, DR-03, scientist and technologist to lead the research, exploration, and demonstration of the next generation of innovative Command and Control (C2) technologies that enable Air Force warfighters to achieve the Air Force's vision of Pulsed Machine Learning (ML) Operations CONOP solutions at speed-at-scale in the battlespace by innovating, developing, and integrating autonomous ML, information management, and system of systems technologies.
Duties include but are not limited to:
Leads explorations, investigations, and assessments of the current limitations and state-of-the-art solutions for tactical information systems, warfighter integrated AI/ML & C2 decision processes, and applies knowledge to extend agile combat employment and tactical information systems to address future operational concepts, ensuring the right information is made available for operators.
Leads research, design, and experimentation for information sharing utilizing diverse edge (mobile, attritable, distributed) information technologies, with technical focus areas including: decision and information autonomy, AI/ML battle management, resilient information dissemination, collaborative ML, and operation-focused adaptation & coordination of AI/ML for Disadvantage, Intermittent Connectivity, and Low Latency Environment (DIL), Agile Combat Employment (ACE) environments.
Leads ML-based science and technology efforts complementing mission planning software systems including design and behavior of information systems that involve data & AI/ML pipelines with an understanding of AI/ML techniques, optimization, and lifecycle management systems to operationalize warfighter ML systems.
Publish technical advancements resulting from work accomplished in conferences, with customers as required.
Coordinate interactions with mission partners, peers, and management to understand requirements and challenges in the development of complex test activities.
Prepares reports and briefings, coordinating with customers, peers, and management to understand requirements and challenges in the development of complex test activities.
Leads technical activities and develops diverse solutions to enable adaptive, collaborative information, and ML solutions to complex, integrated C2 information/decision problems across C2 domains. Cultivates existing stakeholder engagements and fosters new relationships translating operational needs to technical/programmatic goals and objectives.
Develops and manages the overall research strategies and guides the activities of individual team members.
- Publish technical advancements resulting from work accomplished in conferences, and other technical venues, in partnership and coordination with mission and research collaborators and customers, as required.

S&E candidates must possess a professional Science or Engineering (S&E) degree from an ABET accredited academic institution.
One year of specialized experience equivalent to the DR-II, or equivalent in other pay systems.
Specialized Experience is experience directly related to the position that was performed at a level equivalent to the grade directly below the position
This is an Acquisition Professional Development Program (APDP) position that requires Practitioner Level certification in Engineering & Technology Management (ETM). The selectee will have two years to meet ADPD requirements.
- Desired Qualifications:
Demonstrated experience and team leadership in tech focus areas supporting innovations in Connectivity and Dissemination (CAD) and Advanced Command and Control (AC2) technologies
A masters or PhD degree in Computer Science or Computer Engineering is highly desirable.
Five (5) years’ experience using or designing in data models and data representation methods
Computer science and engineering fundamentals (data structures, algorithms, efficient program structures, computer structures, computer networking)
Five (5) plus years’ experience in designing, developing information management, and/or communication systems
Experience working with and leading diverse teams
Experience in Artificial Intelligence and/or Machine Learning tools and techniques
Programming skills include: python, java, mobile SDKs, C/C++
Excellent written and oral communication skills
