  • Job Overview:
    • The AFRL Munitions Directorate (AFRL/RW) seeks to hire an entry-level Team Lead, Facility Operations, DO-1640-02 (GS-12/13 equivalent), in the Energetic Materials Branch, Eglin AFB in Valparaiso, Florida. AFRL/RWTE will be accepting candidate submissions from 3 Oct 2024 to 16 Oct 2024.

      Experience in the following:will have experience providing the capacity and skills for leading collaborative teams, working independently and with cross-functional organizations, and using these approaches to find and solve complex problems.  Experience includes leading facility infrastructure and operation support staff in a hazardous operation facility.

      Position duties include but are not limited to:  
      • Serves as the Team Lead for the Operation and Infrastructure team within the High Explosive Research & Development Facility (HERD). 
      • Provides the primary interface to facility personnel for repair or upgrade of all systems and facilities used in the formulation, processing, and testing of energetic materials. 
      • Interfaces with external researchers requiring utilization of facilities and capabilities. 
      • Manages operations performed by on-site and external government and contract services (including facility support, real property maintenance). 
      • Coordinates and leads work involving the direct interaction with diverse organizations (including RW Facilities Management, Base Civil Engineering, Environmental Management, Fire, Safety, Security, & Bioenvironmental) in support of a unique facility composed of highly complex equipment to support energetics research. 
      • Conducts routine inspections of facilities to ensure they are in good working order, leads minor maintenance activities & inspects construction activities to verify compliance with organizational requirements & governmental guidelines. 
      • Develops plans for facility & equipment modification and adaption for mission use. 
      • Develops & manages contracts associated with maintenance & corrective activities.
      • Plans for HERD real property maintenance & repair requirements by developing preliminary design specifications & assisting in the preparation of budget inputs.
      • Develops short- and long-range plans for facilities upgrade projects in conjunction with the RW facilities program.
      • Coordinates project operations with all organizations to ensure minimal impact to research productivity. 
      • Maintains HERD data for entry into facility management database that defines & tracks real property & infrastructure modifications. 
      • Serves as technical lead for in-house databases that track work order requests, key tracking management, equipment tracking & other duties as assigned.

      Minimum Qualifications:
      To qualify at the DO-II, GS-12/13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-11 grade level.  Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

      Individual Occupational Requirements

      Education:

      Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.

      or

      Experience:

      General Experience (for GS-5 positions) Experience that provides a knowledge of the practices and procedures related to property management, maintenance, materials requirements, and building operation and repair. This experience may have been gained in work such as budget or report preparation, maintenance of property and financial records, or trades or crafts work requiring technical knowledge or judgment.

      Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include:

      • Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
      • Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
      • Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.

      • At least 5 years of experience with primary duties in weapons/munitions science and technology, research and development, test and evaluation, program management, employment, and/or sustainment.
      • At least 5 years of experience with facility operation and infrastructure support 
      • Interpersonal skills needed to motivate people, build consensus, and resolve conflicts within the team.
      • Ability to motivate, develop, and grow technical and facility operation teams.
      • Experience building and maintaining a professional environment of cooperation, cohesion, and teamwork.
      • Ability to support and enable organization program, mission, vision, values, and promote a culture of innovation.
      • Experience related to or supporting Air Force mission area concept development, science and technology, research and development, test and evaluation, program management, employment, and/or sustainment. 
      • Experience distilling strategic and/or leadership guidance into actionable plans or courses of action.
      • Experience with facilitating and enabling internal/external collaboration and partnerships.
      • Passion for developing innovative approaches and solutions.
      • Basic laboratory and industrial skills and knowledge.
      • Ability to work in hot environments and potential confined spaces.
      • Excellent written and oral communication skills.
      • Possession or ability to obtain a Secret clearance.
